Tell The Committee To Pass HB 930 and Defend The Guard

Posted by · April 02, 2025

H.B. 930, a simple but powerful bill, is currently under consideration by the Texas House Subcommittee on Defense & Veteran Affairs. If passed, it would prevent the Texas National Guard from being deployed into active combat zones unless Congress has made a formal declaration of war—just as the U.S. Constitution requires.

This bill reasserts a crucial check on federal war powers and protects Texas service members from being sent into harm’s way in undeclared, unauthorized wars.

Why This Matters:

  • It defends the Constitution. Article I, Section 8 gives Congress—not the President—the authority to declare war.

  • It protects our National Guard. These brave men and women should not be used as pawns in endless overseas conflicts unless the people’s representatives have explicitly authorized it.

  • It upholds Texas sovereignty. We have the right and the responsibility to ensure our Guard is not misused.

Hello, my name is [Your Name], and I’m a constituent from [Your City, TX].

I’m calling to urge [Representative's Name] to support House Bill 930, which would require a formal declaration of war from Congress before deploying the Texas National Guard into active combat.

This bill upholds the U.S. Constitution and protects our Guard members from being sent into unauthorized foreign conflicts.

As a constituent, I strongly believe Texas should not send its National Guard into combat unless Congress has done its duty and declared war, as required by Article I, Section 8 of the Constitution.

Please ask [Representative's Name] to vote YES on H.B. 930 and Defend the Guard.

Thank you for your time, and for serving our district.
