Help Defend the Guard—Urge Chairman Cortez to Call a Vote on HB 930
Posted by Anastasia Wilford · April 10, 2025
HB 930, the “Defend the Guard” bill, would prohibit the deployment of the Texas National Guard into foreign combat unless Congress has formally declared war, as required by the U.S. Constitution.
Our Guard members take an oath to defend the Constitution—yet for decades, they’ve been sent into undeclared wars with no accountability. HB 930 restores constitutional checks on war powers and protects our servicemembers from being used as pawns in endless foreign conflicts.
The bill is currently sitting in the Defense & Veterans' Affairs Subcommittee, and we need Chairman Jose Cortez to take action.
What You Can Do:
- Email Chairman Cortez using the "Edit and Send Email" button on this page to ask him to schedule a vote on HB 930.
- If you are a constituent of Chairman Philip Cortez, HD 117, please use the call script below and ask his office to call a vote on HB 930.
Stand up. Speak out. Defend the Guard.
Call script:
Good [morning/afternoon], my name is [Your Name], and I am a constituent from [Your City], Texas.
I'm calling to respectfully urge Representative Cortez, as Chair of the Defense & Veterans' Affairs Subcommittee, to call for a vote on House Bill 930. This bill ensures that the Texas National Guard cannot be deployed into active combat without a formal declaration of war by Congress, aligning with constitutional principles.
May I ask if Representative Cortez plans to bring HB 930 to a vote in the subcommittee soon?
[Allow the staffer to respond. If they are unsure or cannot provide an answer:]
I understand. Please convey to Representative Cortez that this issue is important to me and many others in our community. We believe it's vital to uphold the constitutional process for deploying our National Guard.
